About the Role

The Vice President of Contracts and Commercial is responsible for overseeing, managing and directing the Commercial & Contracts and Finance Teams. You will be accountable for providing commercial and contract support in all commercial deliverables to the other MPD Sections and project by providing commercial strategy, interfaces, progress updates, reporting contract risk analysis, benefits analysis, cost control, and contract creation and closure.

This pivotal role also includes the active monitoring of activities and performance of appointed Cost Consultants, ensuring all projects align seamlessly with the overarching organizational strategy.

Key Responsibilities

  • Oversee project processes to enable the delivery of Major Projects all in accordance with budget, time scales, safety targets, and procurement solutions.
  • Monitor the activities, works, and performance of appointed PMCMs, Cost Consultants, Design Consultants, Contractors, and Suppliers.
  • Ensure that Major Projects support and align with organizational strategy by overseeing project commercial and contracts from initiation to commissioning and handover.
  • Manage all commercial aspects of engagement with PMCM, Cost Consultants, and Design Consultants to ensure strategic objectives are aligned with each commercial deal.
  • Manage the entire procurement, contract, and commercial administration and cost control functions of a project from inception to completion, implementing commercial best practices.
  • Delegate project tasks to employees in the Contract and Commercial Section based on individual strengths and coordinate internal resources.
  • Set up, manage, and modify cost control and contract management systems for all MPD projects.
  • Prepare, review, and manage project budgets and cash flows in partnership with Cost Consultants, tracking costs to meet budget and deadlines.
  • Review payment applications and invoices from Consultants, Contractors, and Suppliers, ensuring alignment with the contract.
  • Review proposal/tender documents, participate in the tender process, evaluation, and recommendation.
  • Advise procurement strategy and oversee the project procurement process and procedures to ensure compliance with tendering rules.
  • Liaise, interface, and meet with internal and external parties, regulatory bodies, and Project Stakeholders.
  • Review and evaluate changes/variations to contracts by ensuring justified grounds, basis, and costs.
  • Assist in settling contractual disputes by analyzing claims, extensions of time, and participating in dispute resolution proceedings (mediation, arbitration, etc.).
  • Provide consistent project updates to the Senior Project Director, Client, and various Stakeholders.
  • Attend, chair, and facilitate commercial and budget meetings/workshops.

Qualifications and Experience (About You)

  • Bachelor’s Degree or Equivalent with a minimum of 10+ years of job-related experience.
  • Recognized degree in Quantity Surveying / Engineering / Construction management or equivalent with a minimum of 25 years of job-related experience.
  • Minimum 25 years of professional experience in quantity surveying and cost management of large/complex projects.
  • Minimum 10 years professional experience in pre and post-contract functions in large International airport (>20 MAP) projects or large multi-phase projects (Experience in operational airport environment preferred).
  • Minimum 5 years professional experience in contract administration of Project Management Construction Management and other Consultancy Contracts.
  • Minimum 10 years of on-site experience.
  • Registered as a Chartered Quantity Surveyor (MRICS) or equivalent professional accreditation.
  • Proven past experience in leading commercial, contract, legal, and finance teams.
  • Solid understanding of basic aviation rules and regulations applicable to construction activities.
  • Advanced knowledge of quantity surveying and cost management software/systems.
